From what I read on the bill it just states people living in the communities around ground zero. Illegals, foreigners who live in the area part time, etc. all would be covered from the what I read. Now granted its a lot of legalease, but who knows. I think it would be worthwhile to cleanup who gets my money.
Usually in every bill like this, it specifically states illegals can't receive any benefits, just like when the GOP tried to claim it in the HC bill...but it specifically stated that it applies to no illegals. I doubt very seriously it covers illegals, a statement like "all citizens" means documented citizens. If it were worded loosely that a major fraud (not just illegals) problem existed, then I wouldn't mind, but for them to specifically specify illegals just seems like they're playing on the current climate regarding illegals and was no reason to derail the bill.
I did not notice documented citizens in what I read. It just kept mentioning persons residing in the community.
